Under a three-year contract with New York State's Office of Employee Relations, Total Administrative Services Corporation (TASC) is responsible for administering the Flex Spending Account (FSA) benefits program for state employees.

2024 Open Enrollment
The 2024 marketing campaign for the NYS Flex Spending Account (FSA) emphasized putting power into the hands of state employees, who could best decide for themselves which of the three FSA programs yielded the most useful benefits—and potential tax savings—for their families. 
Posters, rack cards, and a flyer were produced to promote the upcoming open enrollment period for 2024.
The 2024 enrollment book explains the qualifications and enrollment process in great detail, and QR codes provide quick links to New York State's FSA information portal—where online calculation tools are available—as well as a separate enrollment portal.
One strategy for increasing participation in the FSA program was explaining the ease of filing a claim for reimbursement via the TASC website and mobile app, and the simplicity of paying for qualifying goods and services through the use of a TASC MyCash card.
The 2024 campaign imagery was also applied to the information portal of the Office of Employee Relation's website and at the FSA enrollment portal for NYS employees administered by Bentek Benefits Technologies. All of the printed materials were also available as downloadable PDFs on the state's website.

2023 Open Enrollment
In 2023, New York State awarded Total Administrative Services Corporation (TASC) the contract to administer its FSA program. All promotional materials had to be updated and redesigned, yet still conform to the state's extensive branding guidelines. In advance of the program's annual open enrollment period, posters were distributed for display in workplaces while informative flyers would be distributed to more than 60,000 eligible state employees.
The 2023 enrollment book explains in great detail every aspect of the three FSA  programs—Health Care Spending Account, Dependent Care Advantage Account, and Adoption Advantage Account. Each has its own set of qualifications, eligible expenses, and governing rules explained in clear, concise language. In the redesign and editing of these materials, we managed to cut four pages of superfluous material from the previous enrollment brochure.
Comprehensive lists of covered services and qualifying expenses are given for each of the three FSA programs, in addition to instructions should there be any planned or unexpected changes in status during the year's enrollment.
Explaining the benefit of an individual employee's pre-tax contributions is another important factor in promoting participation in the Flex Spending Account. Examples of the tax savings are given in the enrollment book, and worksheets and online calculators are made available via the state's website.
